The question took time, but the answer was surprisingly simple once I returned to first principles: what is the difference between a full-time employee and a part-time employee?
A full-time employment agreement is normally organized around years, months, and working days. A part-time agreement is fundamentally organized around working hours.
For a full-time employee, it is natural to ask whether qualifying days reached 80 percent of required days. For a part-time employee, the parallel question is whether qualifying hours reached 80 percent of required hours.
The principle fit on one line. Implementing it in a workplace where contracts and actual schedules did not always match was the difficult part.
